Cairns Council Requirement Summary

In Cairns Regional Council, a secondary dwelling is commonly understood as a granny flat or relative’s accommodation. It is usually located on the same lot as the main dwelling, can be self-contained, may be attached or detached, and must remain smaller and subordinate to the primary home. CairnsPlan guidance also refers to a specific Dwelling house — Secondary dwelling code, and Cairns

Council provides property-report and planning-scheme tools to check property-specific planning information.

Cairns guidance has previously referred to secondary dwellings being limited to 70m² in many circumstances, with different requirements depending on lot size, zone and site conditions. The exact pathway should always be checked against the current property report, zoning, overlays and CairnsPlan requirements.

If the second dwelling starts to operate as a separate household use, has separate services, or does not remain subordinate to the main dwelling, it may trigger a different approval pathway. Cairns Council also notes that setbacks, amenity, privacy, carparking, outdoor living, site coverage and building height can all matter for siting and referral assessment.
